How To Properly Document Your Non-Cash Charitable Donations ...

If you want to donate your old stuff instead of having a yard sale, you must make sure that what you want to donate can actually be deducted on your tax return. How do you know? Here?s a simple rule to follow: If you?re unsure whether your item qualifies for a tax deduction, then consider this ? if you would give it to a relative or friend, then the item is most likely in good condition and is appropriate to donate. The official wording from the IRS is this: clothing and household goods must be in ?good used condition? or better in order to qualify for a deduction. The next thing you must do is to determine the fair market value (FMV) of each item. FMV is simply what the item is worth if you were to sell it in a true arms-length transaction between a willing buyer and a willing seller. In other words, what would the item cost if you were to buy (or sell) it in a yard sale, church rummage sale, or at your local Goodwill Industries thrift shop? Obviously, coming up with the FMV can be a challenge. So don?t just ?wing it.? Instead, get some help. An excellent resource is the Goodwill Industries, which has a free publication called ?Valuation Guide for Goodwill Donors.? Free copies of this document are available for download at the Goodwill Industries website. Goodwill?s ?Valuation Guide? is quite helpful for the following reasons: 1. It gives you a great list of the most common items that are potential donations. There are two general categories: 1) Clothing and Accessories and 2) Household and Miscellaneous Items. You definitely want to go through this list to get ideas on what you can donate. It?s easy to overlook things that you might otherwise ignore as possible donations. For example, under clothing and accessories, there are several sub-categories, such as tops, bottoms, dresses, suits, sweats, sleepwear, outerwear, swimwear, shoes, hand-carried items, and belts. Then under each of these sub-categories you?ll find more sub-categories (should I call them sub-sub-categories?). So for ?tops? you?ll see shirts/blouses, sweaters, t-shirts, tanks, and vests. And on and on it goes. 2. This list also provides price ranges for every line item, again with sub-categories for women?s, men?s and children?s clothing items. Within each sub-category is a ?low-high? price range. For example, under women?s shirts/blouses there?s a price range of $2-$12. So here?s where you just want to use some common sense. A very old women?s blouse would be closer to the $2 value; a newer, more fashionable blouse could be worth the high end of the range. The Salvation Army website also has an excellent resource for determining FMV. It?s called the ?Donation Value Guide? and it includes several categories that are not found in the Goodwill Industries ?Valuation Guide?, such as appliances, automobiles and Furniture. So if you have any of those ?big ticket? items, be sure to get some guidance here. Once you?ve got all your stuff organized, simply go through your piles and make a list of each item and it?s FMV. This list doesn?t have to be fancy. You can do it on your computer in a word processing or spreadsheet program. Or just dedicate a 3-ring spiral notebook to this record-keeping chore. But you?ve got to have a detailed list showing each item donated, just in case the IRS audits your return and asks for documentation. And when I say that the list doesn?t have to be fancy, here?s what I mean. The list only needs two columns: Column 1 for a brief description of the item; and Column 2 for the FMV. If you?ve got more than one of the same item, you can get more detailed in your description. Example: ?blue blouse? on one line and ?red blouse? on the next line. Get the idea? Don?t make this complicated. It?s not rocket science. It?s a list. And taking a few minutes to make this list before you donate the items will audit-proof your return and give you no reason to fear should the IRS request documentation.

In May, 2012, the National Council on Teacher Quality (NCTQ) issued a report entitled: What Teacher Education Programs Teach About K - 12 Assessment. Anthony Cody mentioned this study in a recent post entitled Payola Policy: NCTQ Prepares its Hit on Schools of Education.

The title intrigued me, so I went over to the NCTQ website, and read and studied the report which is about what education courses teach about assessment. This post is my review of the NCTQ study, and I hope after you finish reading the post you will realize how bogus reports like these are, given the quality of research that professors of education have been doing for decades. The study reviewed here would never have been published in a reputable journal of research in education, not only in the U.S., but in any other country in the world. I'll make it clear why I make this claim.

The NCTQ

The National Council on Teacher Quality is a conservative think-tank that publishes reports on education that the council claims to be research studies in the field of education. The subhead for the group on their website is: A research and policy group working to ensure that every child has an effective teacher. The NCTQ has a staff of 18, an advisory group of 36 people, and a 13-member board of directors. The individuals on these various committees come from the corporate, educational, and consulting worlds. Some of the organizations represented include: Pearson Publishing, Teach Plus, KIPP Schools, the Hoover Foundation, American Enterprise Institute, Core Knowledge, Piton Foundation, Bill and Melinda Gates Foundation, Thomas Fordham Foundation, N.F.L Players Association, B & D Consulting, Students First, Abell Foundation, Teach for America, New Schools Venture Fund, and others including a few universities and two public schools.

Many of these groups have worked very hard to denigrate teachers, insist that the Common Core State Standards be adopted by all states, believe that teaching and learning should be data-driven, and that student achievement data on high-stakes tests should be used to make decisions about student, teacher and principal effectiveness, and school success.

The NCTQ publishes reports with titles such as Building Better Teachers, Student Teaching in the Nation, and the most recent one What Prep Programs Teach About Assessment.

According to Anthony Cody's post, the NCTQ was founded by the Thomas Fordham Institute, a conservative think-tank that publishes non-peer reviewed reports on education, and has an appalling opinion of teacher education institutions. And of course, the Thomas Fordham Foundation has membership on the NCTQ Board of Directors.

In each report I found the methodology weak, the results misleading, and both reports were published as non-peer reviewed research. The NCTQ study on assessment in teacher education uses the same methodology as the Fordham studies. Even with such a poorly designed and unreliable data, think tanks get away with publishing their works in this fashion, and because of the financial resources, and the identities of their funding agencies, they carry a good deal of clout. The Fordham Foundation and the NCTQ are two such foundations.

Is teacher education going to take hit? Probably so. The NCTQ organization has the resources and the connections to make trouble for university teacher education programs. There is a movement to hold teacher education institutions accountable for the achievement test scores and gains that their graduates produce in their students once they begin teaching. As absurd as this sounds, the U.S. Secretary of Education is supportive of such an idea. Organizations such as NCTQ are on the accountability bandwagon, and carry weight at the policy level in education.

What Teacher Preparation Programs Teach About K-12 Assessment
This report was released in May, 2012, and according to the preface of the report, it provides information "on the preparation provided to teacher candidates from teacher training programs so that they can fully use assessment data to improve classroom instruction." The results reported in the final document were based on reading and analyzing 450 syllabi received from 98 institutions of higher education representing 180 teacher preparation programs.

Why This Study?: The First Disagreement

The purpose of the study was to find out what professors in teacher education are teaching their students about assessment so that when they begin teaching in the classroom they will be able to use assessment data to improve classroom instruction.

To rationalize their study, the NCTQ authors, Julie Greenberg and Kate Walsh, impress upon the reader the importance of assessment in today's schools, and the need for prospective teachers to know how to use assessment in their future classrooms. The authors say,

Effective instruction requires that teachers have a well grounded sense of student proficiency in order to make a daunting number of instructional decisions, such as making snap judgments in the midst of interactions with students, and planning lessons, be they for the next day, the next unit or the entire school year.
The purpose and rationale for this study was not based on previous research, or a review of the literature. The authors allotted less than one page on "previous research." Three references were cited. One of the references they cited is research done by Black and Wiliam, two of the leading assessment researchers in the field of education. The authors of the NCTQ study rejected the Black and Wiliam research,which is extensive, published in peer-reviewed journals, and highly cited, BECAUSE the NCTQ researchers said that the research was old (1998), and back then education research had weaker designs, and THEREFORE those studies are suspect. The researchers fail to tell the reader the Black and Wiliam are leading research proponents of formative assessment as a way to improve instruction and learning and have been publishing their research for decades. Even now. And if they were concerned that the studies were old (>1998), all they have to do is a Google search, or link to Dr. Black's or Dr. Wiliam's site for their research on assessment. Greenberg and Walsh claim that education studies prior to 1998 used weaker designs. I did my Ph.D. work in the late 1960?s in science education at Ohio State University, and let me tell you the research designs and methodologies that my colleagues in graduate school, and in the literature used in their research were quite robust, not weak. The research in education is enormous, and it's a testament to the incompetence or bias of Greenberg and Walsh that they couldn't cite more than three studies.

The rationale the NCTQ study is rooted in political and ideological beliefs in schooling rather than one that builds upon previous research. For example they make this claim:


The evidence for the connection between using data to drive instruction and student performance is emerging, just as the practice of using data is emerging.

There is no previous research cited in their report that would support this claim, or help us see how their work is connected to other scholars. Instead they were cherry picking any research that would support their view, or downplaying or dismissing research that might have questioned their intentions.

Biased Questions?

The researchers were bent on showing that teacher educators weren't doing the job of teaching their students about assessment. And they undertook this task with the clarion call that there is new focus on "data driven instruction," and they cite examples of schools that prove that using data to drive instruction will reduce the achievement gap among low-income and high-income students. And sure enough, they cite two Broad Prize Winners, Charlotte-Mecklenburg Schools, NC, and Adline Independent Schools, TX as examples. Teachers in these schools, according to Greenberg and Walsh, were trained in using data to drive instruction, and that is what led to such positive test results. And by the way, the Broad Foundation is a major funding source for NCTQ.

But here is the problem. Instead of trying to document or uncover what is being taught about assessment in teacher preparation programs, the researchers decided what they thought was important and then proceeded to go and compare what teacher preparation program are doing compared to their own ideas. The researchers started with three categories of assessment that they thought ought to be included in teacher prep programs. Their three categories, which turned into their research questions, were as follows:

  • How adequately does coursework address Assessment Literacy?
  • How adequately does teacher preparation program coursework address Analytic Skills?
  • How adequately does teacher preparation program coursework address Instructional Decision Making?

You might think this is legitimate. But it is not really helping with the inquiry. If the researchers were really interested in making a contribution to the field they would have approached the problem inductively. That is, they would have worked their way up from the syllabi to generalizations that they could make based on their observations of the syllabi.

The inductive method is a scientific method that educators have used for decades to make generalizations about educational phenomena, such as the types of questions that teachers ask during class. In this case data analysis would have been determined by multiple readings (of the syllabi) and interpretations of the raw data. Because the researchers would be looking for evidence of assessment in the syllabi, they would identify specific parts of the syllabi and label these parts to create categories (e.g. diagnostic methods, formative techniques, using computers to analyze test data, etc.) The point is that instead of starting with the three categories that the researchers at NCTQ thought should be taught in teacher preparation programs, they could have uncovered what the syllabi reveal about the teaching of assessment, and report that data. There is more to say about this kind of research, such as teaching the researchers how to code, the use of computer programs to make the task easier, assessing the trustworthiness of the data, and reporting the findings.

According to the authors, and the opinions of their experts in the field, teacher education institutions have not figured out what knowledge a new teacher needs in order to enter a classroom with the ability to use data to improve classroom instruction. Their review of the literature certainly didn't lead them to this opinion. They have no basis for saying this, other than they can, and it supports the basis for their study.

The purpose of their study was to show that teacher preparation program coursework does not adequately prepare students to use assessment methods with K-12 students. Their study does not shed new light on the teaching of assessment in teacher prep, but it does shed light on how research can be biased from the start by asking questions based on your beliefs and ideologies, rather than research in the field.

The Study Sample: Found Wanting

According to the report, NCTQ obtained course syllabi from 180 teacher education programs in 98 institutions of higher education in 30 states. Using the open records requests, the reporters used the states' course syllabi from colleges that first responded to their request. The "researchers" don't tell us if they actually contacted any of these institutions, tried to talk with any of the professors, or perhaps visit a few institutions so that they could interview not only professors, but students, and cooperating teachers with whom these institutions worked. None of this was done. Or at least it wasn't stated in the their report. They got their data by requiring the institutions to hand over their course syllabi.

All of the data is embedded in the course syllabi they received. I don't know about you, but course syllabi vary from one course to another. Some professors create very detailed course syllabi, have well developed websites, use course software such as Blackboard, textbooks, and online data bases. All of these sources should have been examined if the NCTQ researchers wanted get a full picture of these courses. This was not done.

They only looked at the paper they received. On the basis of this alone, the data that the researchers used for this report is incomplete. Syllabi are no doubt inconsistent in design and scope from one institution to the next. And relying solely on a paper syllabus does the research study an injustice, and makes the analysis and conclusions invalid.

The syllabi they selected had to have the word "assessment" in the course title, or it had to be a methods course, e.g. science methods. Other syllabi were thrown out, and not analyzed. Somehow, the researchers perused the course syllabi looking for "evidence" (or lack thereof) for assessment by reading the objectives, lectures (if they were included in the syllabi), assignments, textbooks and readings. Whether the researchers actually looked at the texts is unknown. They said they looked at the publishers' descriptions of the content of the required texts. And then they looked for "capstone projects," such as work samples or portfolios.

The sample that the researchers report in their study does NOT represent teacher preparation institutions in the U.S. It only represents the 98 institutions that responded to the open records request of NCTQ. Their "finding" can not be generalized beyond the sample they studied. I don't trust the sample that they are basing their findings on. For one thing, there didn't seem to be an open two way exchange between the NCTQ and the universities cited in the report. How do we know if the syllabi the researchers received is a true record of the course syllabi for these teacher prep institutions?

It's possible that NCTQ is making decisions for some universities based on one syllabus, and for others using multiple syllabi. We have no idea, however, because the researchers did not report this in their report. The universities in the study have been short changed, and even worse have been lumped together in a report that paints a negative picture of teacher preparation programs.

If you take a look at examples of teacher education programs, you'll find that if they are graduate level teacher preparation programs leading to a masters degree and certification, there are at least 10 courses that should be examined to evaluate the coursework. At the undergraduate level, there are as many as 19 courses that should be evaluated. The researchers at NCTQ failed in giving a real picture of a university's teacher prep program.

Methodology
The researchers over-laid three rubrics on the course syllabi to find out to what extent professors were teaching (1) assessment literacy (2) analytic skills and (3) instructional decision making. Assessment literacy meant searching the syllabi for key words including diagnostic, formative and summative. Analytic skills meant looking for key words such as dissect, describe or display data from assessment. Instructional decision-making meant looking for evidence that teacher educators helped their students use assessment data to drive instruction.

The rubrics were very simple using a Likert measuring scale from "0? to "4." A "0? meant there was no evidence, while a "4? meant the criteria was met with a high degree. For example to evaluate the syllabi for assessment literacy, the scale used was as follows (you can view all of the rubrics here):

0-There is no or almost no instruction or practice on the various types of assessment (inadequate)

1-Instruction on the various types of assessment is very limited and there is no or almost no practice (slightly adequate)

2-Case 1: The scope of Instruction on the various types of assessment is not comprehensive and practice is very limited to adequate. OR Case 2: The scope of instruction on the various types of assessment is comprehensive, but practice is very limited or limited.

3-The scope of instruction on various types of assessment is comprehensive and there is adequate practice.

4-The scope of instruction on the various types of assessment is comprehensive, including concepts such as "validity" and "reliability," and there is adequate practice ( adequate)

The researchers rated each syllabus on three criteria and judged each criteria as inadequate (0)to adequate (4) using the 0 - 4 point scale. They were then able average scores on the syllabi from each teacher education program. Presumably either the two researchers did the actual rating, or they hired raters. Whether did or not, the researchers failed to provide data on inter rater reliability. We have to question the trustworthiness of the data.

As mentioned above, NCTQ started with a biased set of questions, and used these questions to analyze the syllabi of the teacher prep coursework. On face value, they findings only reflect their own biases and way of assuming how and what teacher prep courses should include about assessment.

In this study, 455 courses were evaluated, anywhere from one to six courses per institution. The only average mentioned was that 2.5 courses per program reference assessment. This statistic is difficult to believe given our knowledge of teacher education courses. If they looked at methods courses, the chances are very high that assessment was included in these courses. I don't know if these researchers examined course syllabi for internships or student teaching, but all of these experiences would have included assessment strategies as part of the experience. So you have wonder about the validity of their data.

Results: Did the Teacher Education Programs Reach the Bar
The results of this study have to be examined cautiously and with reluctance. In my own opinion, the data that was collected in this study is inadequate to answer the questions posed in the study. Firstly, the institutions did not directly participate in the study. There is no evidence that there was any attempt to contact the deans of these colleges, or department heads to ask them to provide additional documentation on their teacher education courses. Nor is there evidence that the researchers made any attempt to seek out course websites that would have included more details and content of the courses.

It seems to me that the researchers wanted to limit the data, yet make sweeping statements about teacher education programs, and make recommendations based on such an inadequate study.

According to the researchers, "the bar to earn a passing rating in this study was set low." They said they did this to give institutions the benefit of the doubt. Actually, it is a way out for the researcher because they were dealing with very limited data, a few course syllabi from major institutions of higher education, and they were going to use this meager data to make decisions about howassessment.

According to this study only 3% of teacher preparation programs adequately teach the content of assessment in their courses. But actually all they can say is that in their opinion only 3% of the syllabi they received reflected this value.

The sample they used in their study was biased from the start. Why did these universities respond to the open records request? Why did universities refuse to respond to the open records request? Did the researchers treat the universities with any respect, and try and open up a dialog on teacher preparation content?

One More Thing

There are quality teacher education programs in the United States. Linda Darling-Hammond, in her book Powerful Teacher Education: Lessons from Exemplary Programs, documents seven highly successful teacher education programs, and discusses the way in which teacher education has changed to create more clinically based teacher education programs.

The researchers of the NTCQ study are stuck in a 19th-century model of teaching, and simply want to hold accountable teacher education institutions to the principles and practices that teacher education rocketed through years ago.

But at the same time, the NTCQ study cleverly uses percentages and numbers in such a way to convince some that teacher education programs are inadequate, and need to be regulated in ways that satisfy their interests. If you look at their sources of funding, and the names of individuals who sit on their boards, you will see the conservative agenda in action in this organization.

My advice is to call them to task on this study. Tell them that their study in no way sheds any light on how assessment is taught in teacher education programs. The only light that is shed is on their own deficiencies as a research organization.

Microsoft has patented an online personal appearance adviser for those of us without a hotline straight through to Put This On's Jesse Thorn. Simply upload a pair of pictures of yourself in different hair, makeup and clothing choices and let the denizens of the internet vote on which one makes you look the best. Sounding similar to HotorNot and FaceMash, this patent purports to shift the emphasis to help the style-challenged choose a suitable wardrobe. We just hope the company built in some snark-protection -- or else we might see plenty of ingenues with ruined self esteem arrive at the opera in a dinosaur costume.

Kerosene Heater Wicks

Are you in the market for a kerosene wick, or a kerosene heater wick? A lot of people use kerosene heaters nowadays, even in parts of the world where electricity is readily available. Why? Well, there are a few reasons.

  • First of all, kerosene heaters put out very warm, high quality heat.
  • Second, kerosene is relatively inexpensive. It can really drive up your electric bill to run an electric heater all day and night, but if you fill up your kerosene heater, you can often save yourself some money on electricity, especially when you're trying to focus the heat on only 1 or 2 areas within your home.
  • And third, if the electricity goes out due to an ice storm or some other type of calamity, you will still have heat and not be left in the cold! This is probably the biggest reason why kerosene heaters are popular, and it makes them especially important in areas where electricity fails more regularly.

However, the thing about most kerosene heaters that you need to think about is that they require the use of a kerosene wick. There are different types of kerosene wicks available, and some heaters can take more than one type of wick.

First, there are small diameter kerosene wicks. These are usually used when you need a very minimal amount of heat, or when you are trying to conserve kerosene.

Next, there are medium sized kerosene wicks. These are very popular for use in nighttime heaters used in the far north, but they make great daytime heaters in more moderate climates.

And finally, there are large wicks. Large kerosene wicks put out a lot of heat, but they also use a lot of kerosene.

It is very important to make sure that your kerosene heater can handle the size of the wicks that you want to use. In fact, some people choose their kerosene heaters based on what types of wicks they will use. For example, a lot of people think that it is a good idea to buy kerosene heaters that use the most inexpensive type of kerosene wicks, etc.

Kerosene heater wicks can usually be bought at just about any business where you can buy kerosene heaters. But if you cannot find the right ones at the store, you can always order them online. Replacing the kerosene wick in your heater is a part of routine maintenance, and you will need to do it to ensure that your heater continues to run properly.

Kerosene wicks are also sometimes used in kerosene lamps, though they are not as common nowadays as they used to be. Lamp wicks look a lot like the wicks from a heater, but they are likely smaller. They will also probably be less expensive. Make sure that you use the proper wick for whatever you are using, whether it is a lamp or a heater. Using the wrong wick could result in an accident that could be very dangerous.

Kerosene is a very flammable liquid, so always make sure to follow safety procedures and instructions when handling it. With the right heater and wick, however, kerosene can provide you with warm, high quality heating that will keep you warm during the cold days of winter.

Lady Gaga Cancels Concert In Indonesia | Music News, Reviews ...

Lady Gaga called off her sold-out concert in Jakarta, Indonesia, in the latest setback in the Asian segment of her Born This Way Ball tour. The cancellation of the June 3 show followed a public outcry by?Islamist hard-liners, who had voiced objections to Gaga?s revealing costumes and the show?s suggestive choreography.

But after Gaga?s camp evidently refused requests from local?police to tone down the performance in order to receive the necessary permits, the scrapping of one of the biggest dates on the tour seemed inevitable. ?I?m so very sorry to the fans & just as devastated as you if not more. You are everything to me?,?Gaga tweeted. A few of her fans in Jakarta, however, decided the show must go on, in a way.

Michael Rusli, head of concert promoter Big Daddy, announced that full refunds would be offered to Gaga fans, though that didn?t offer much solace to little monsters like 25-year-old Johnny Purba, who told the Associated Press that the cancellation ?only shows to the world how weak security forces are in this country, how police are afraid of a bunch of hard-liners. Gaga?s show, he added, posed no threat to Indonesia?s Muslim community. ?For God?s sake, she is not a terrorist!?

Several dozen Gaga fans, however, carried on by staging their own look-a-like contest and flash mob at the EX shopping mall in Jakarta.

Though news of Gaga?s concert cancellation apparently broke before or during the spontaneous party, local fan Simon Sibarani, 19, told The Jakarta Post that ?the show must go on?. The fans performed two extensive routines to a medley of Gaga hits, including ?Just Dance?, ?Judas? and ?Born This Way?.

Though Sibarani noted he felt ?bitter? over the fact that Gaga pulled the plug on her performance, he and other fans may yet receive some consolation prize. Gaga tweeted to her Jakarta fans that she would ?try to put together something special for you.?

INSIGHT: South Sudan independence still comes at a price

JUBA (Reuters) - South Sudan's citizens who paid in blood for their independence in a long liberation war are being told freedom carries its own price - in hardship.

An oil shutdown from January by the former bush rebels who now run the world's newest nation has strangled the flow of dollars into an economy that produces almost nothing else, and sent the South Sudanese pound tumbling against the greenback.

This has hiked the costs of everything from fuel to cooking oil, rice, charcoal and bananas. It is forcing the government to cut education and health spending in a state whose development indicators were already near the foot of world rankings.

"We don't know what will happen. We only know everything will be very hard. We are going to suffer," said Hamza Salim, 22, at a charcoal stand in Juba's Konyo-Konyo market. Citizens say prices have tripled since the start of the year.

When it became the world's newest nation in July 2011, South Sudan inherited three-quarters of the previously unified Sudan's oil output. Oil is the lifeblood of north and south.

The abrupt oil shutdown - made by the ruling Sudan People's Liberation Movement (SPLM) in the heat of a dispute with northern neighbour Sudan over oil export transit fees and border demarcation - closed off 98 percent of South Sudan's revenues, jolted both economies and stunned foreign donors.

It was followed in April by border fighting. The African Union and United Nations scrambled to halt a slide into all-out war.

The oil shutdown is defiantly presented by SPLM leaders as a new phase of their nationalist struggle to wrest complete independence, including economic freedom, from former 'coloniser' Khartoum.

"Today, we, the world's youngest nation, are able to prove we are capable of defending our independence," said SPLM Secretary-General Pagan Amum, who is also South Sudan's chief negotiator with Khartoum. The new government still spends more on defense than on education and health put together.

But with experts warning of state collapse, the message being delivered behind closed doors to South Sudan's leaders by Western donors is that the heroic narrative of survival without oil is a fairy tale and that they must parley with Sudan.

"It's pie in the sky ... Everybody is telling them 'Do the deal' (with Sudan). Plan B? There isn't one. State shutdown," said one foreign development expert, who asked not to be named.

Under pressure too from China, the main oil investor in both states, Sudan and South Sudan have agreed to resume negotiations on Tuesday to try to settle their differences.

With prospects of a lasting accord still very uncertain, President Salva Kiir is asking South Sudanese to tighten their belts and grow food to replace imports as his government looks to leverage subsoil oil reserves to obtain bridging loans.

WAR ECONOMY

The SPLM is counting on targeted spending cuts and foreign loans and aid to keep South Sudan on its feet until planned alternatives pipelines can be built in 2-3 years to carry the crude to Kenya or Ethiopia, instead of through Sudan.

Officials call it "economic war". The price for ordinary South Sudanese can be gauged in long lines of vehicles and bikes outside petrol stations seeking scarce fuel and shoppers in markets complaining of rocketing prices for food and essentials.

A bag of charcoal, the basic cooking fuel, has gone from 50 South Sudanese Pounds (SSP) to 75 in a month. A bucket of onions now costs 200 SSP, up from 80 two months ago.

Since the oil shutdown, the pound has slipped to around 5 SSP to the dollar from 3.55, squeezing businesses, supermarket and restaurant owners and even small traders who have to import everything in dollars, trucked in from Uganda and Kenya.

"All the costs are higher. To convert back to dollars, you lose," said Ali Hodroj, a Lebanese businessman who owns the Phenicia supermarket, one of Juba's largest.

"This is war. It's no less war than being bombed from the air," said Professor John Akec, Vice-Chancellor of Northern Bahr El Ghazal University, recalling Sudan's air bombings of the south which were a feature of the civil war and have persisted.

But the prospect of months, even years, of austerity has triggered a fierce debate inside and outside South Sudan between those who say the "baby" nation can survive the financial famine, and others who say it cannot or should not have to.

"Just as people are sitting back and expecting a peace dividend from independence, we are demanding more from them," said South Sudan's Undersecretary for Culture Jok Madut Jok.

He faults the national government for communicating the oil shutdown decision poorly and failing to prepare for it.

"Will we really be able to run our economy for three years without this oil?," asked one anxious caller to the "Wake Up Juba" Radio Show broadcast by private Radio Bakhita.

"WE CAN MAKE IT"

Some government officials blithely assure reporters that as two-thirds of the population are peasants and cattle-herders, isolated from the urban cash economy, who can survive on little, they will hardly feel the austerity crunch, if at all.

"South Sudan will be able to negotiate and finance the 'gap' that we will have," Amum says, referring to the gaping revenues hole. He says the country has enough foreign exchange reserves to last more than a year and is confident of obtaining loans from friendly states and investors.

"They're buying a month at a time," the foreign development expert said bluntly.

On the surface at least, patriotism is still running high.

"It's OK, we can make it," said student David Kasubi after hearing President Kiir's appeal for more belt-tightening. But the 27-year-old student admits he is struggling to find a job.

"We are proud of our independence. Even though we have hunger we can bear it, because this is our home now," he said.

Not everybody is so sanguine.

Professor Akec compares the Juba-Khartoum standoff to the 1962 Cuban Missile Crisis between the United States and Soviet Union. He says that now as then each side is waiting for the other to blink first, with potentially disastrous consequences.

He advocates a mutually reasonable deal. "Insecurity as we have it right now is not attractive for investors to come to South Sudan ... capital is cowardly", Akec said.

Government officials take a different line, citing "huge" interest from investors to build new pipelines and refineries to end the south's dependence on the facilities of the north.

But analysts say that with some studies viewing the Sudans' oil production as already peaked, there are serious questions about the commercial feasibility of an alternative pipeline.

"NO WINNERS"

Fueling the debate is a leaked March 1 memo citing a top World Bank official warning South Sudan faces a catastrophic collapse in GDP, reserves running out by July, runaway inflation and increased poverty as a direct result of the oil shutdown.

The World Bank has sought to distance itself officially from the leaked memo, which infuriated South Sudan's government.

"The situation is not as desperate as painted by the World Bank," Information Minister Barnaba Marial Benjamin said.

But other donors see justified reasons for alarm.

"There are no winners from the oil crisis ... no effort should be spared in attempting to arrive at a negotiated settlement," says a March report on South Sudan's education sector by former UK Prime Minister Gordon Brown.

Seen by Reuters, it says South Sudan's parents and children are still waiting for the "peace dividend" from independence.

U.N. agencies are preparing to feed 2.7 million South Sudanese as they expect the economic crunch to squeeze tens of thousands of households and push many out of the food market.

"Our top priority during the period of austerity is to help keep the people alive," U.N. humanitarian coordinator for South Sudan Lise Grande said in Juba.

There are questions too about just how evenly the sacrifices will be shared. Austerity is being proclaimed by foreign-educated state officials who enjoy generous state salaries and vehicles and form a small, powerful elite in a mostly poor, uneducated and rural population of 8.6 million.

Inequalities are shockingly visible in Juba. Luxury SUVs, mostly Toyota Land Cruisers but also some Hummers, cluster like fat flies around government offices, foreign-owned restaurants and walled private residences, which exist alongside mud and thatch hovels, open drains, and many unpaved dirt streets.

Juba resembles a permanent building site and the sense is of a nation literally under construction by the hour.

"This is tougher than fighting," acknowledges the government's Deputy Information Minister Atem Yaak Atem.

EcoCAR 2: Plugging In to the Future named Mississippi State University, with its series-parallel plug-in hybrid electric vehicle design, the Year One winner at the EcoCAR 2012 Competition in Los Angeles. The 15 universities competing in EcoCAR 2 gathered for six days of judged competition for $100,000 in prize money.

EcoCAR 2?which follows the competition series EcoCAR: The NeXt Challenge?is a three-year competition sponsored by the US Department of Energy (DOE), General Motors (GM) and 25 other government and industry leaders to give students the opportunity to gain real-world automotive engineering experience while striving to improve the energy efficiency of a 2013 Chevrolet Malibu.

Year One of the competition series emphasized engineering design though modeling and simulation to select and virtually test their plug-in hybrid electric vehicle architecture. Teams also started developing their hybrid control strategy using hardware-in-the-loop (HIL) simulation tools and designing major vehicle subsystems, including hybrid powertrain, energy storage, and high-voltage electrical systems.

Throughout the competition events in Los Angeles, EcoCAR 2 teams put their designs to the test, giving presentations to industry and government professionals based on their mechanical, electrical, control and HIL strategies, project initiation approval, outreach and business plans, and trade show display.

The Mississippi State University team produced top tier design reports, won Best Facilities Inspection, Best Final Technical Report, Best Project Initiation Approval Presentation, Best Trade Show Evaluation, and Best Controls Presentation categories. The university started competing nine years ago and has since taken first place three times previously.

The second place team is The Ohio State, and University of Waterloo took third place overall.

Now that their vehicle architectures are finalized, the 15 teams also received the keys to the GM-donated 2013 Chevrolet Malibu they will spend the next two years rebuilding, testing and refining.

Evans finishes 6th in 800 at Olympic tuneup meet

IRVINE, Calif. (AP) ? Janet Evans finished sixth in the 800-meter freestyle Sunday at the Speedo Grand Challenge in the former Olympic champion's final tuneup meet before the Olympic trials next month when she'll try to make the U.S. team at 40.

Haley Anderson, who also competes in open water swimming, won the race in 8 minutes, 33.65 seconds. The 20-year-old swimmer who swims at Southern California will try to make the London Olympics in an open-water qualifier June 9 in Portugal.

Anderson raced former Olympian Kate Ziegler to the wall, with Ziegler touching second in 8:33.97.

"She really pushed it so that made me get in an extra gear," Anderson said.

Ziegler won the 200 and 400 freestyles earlier in the three-day meet, and will try to qualify for her second straight Olympic team at the trials in Omaha.

"I wanted to be a little faster than that," she said.

Megan Rankin, an 18-year-old who trains with Evans, was third.

Evans finished in 8:49.36. She stayed close to the top three in the early stages of the 16-lap race before fading in the second half of the eight-woman race. She was the first woman to win back-to-back Olympic titles in the 800 in 1988 and '92.

"It was a little disappointing, but I think she's tired from training," said Mark Schubert, Evans' longtime coach.

During her comeback, Schubert has tinkered slightly with Evans' famed windmill stroke in which her head and shoulders come up out of the water more than most swimmers.

"We tried to get her head down and get her to swim in and out of her turns a little better, which she's doing," Schubert said. "You don't make huge changes. It's just trying to figure out the right things to do the last four or five weeks before trials."

Three-time Olympian Jason Lezak won the 100 free in 49.96, the only man under 50 seconds in the final. He carried 2-year-old son Ryan on the awards podium.

"I had a real solid first 50 and coming off the wall, I did what I wanted to do," he said. "The last 15 was a little painful, but with rest I'll be able to take it out faster, easier and come back stronger. I was 50.4 at the previous meet and I really wanted to be under 50, so that was good."

British Olympian Ellen Gandy won the 200 butterfly in 2:09.83 to go with her victory in the 100 fly on Saturday. She clutched a check for $600 covering her earnings in her first U.S. meet. She also earned gift cards to a coffee shop and a bookstore.

"I really wanted to get an iPhone, so this will go nicely toward that," she said, adding that she plans to buy the phone before she returns to Australia, where she lives with her family and trains.

Nick D'Arcy, considered a strong medal contender for Australia's Olympic team, easily won the 200 fly in 1:57.16, a meet record. He was the only swimmer to go under 2 minutes in the race.

"For the kind of pressure we're under at the moment training-wise, it's a pretty good swim," he said. "It's about where I expected to be at."

D'Arcy missed the 100 fly final Saturday night because he was in the restroom with an upset stomach when the finalists were called to the starting blocks. He was disqualified in that event, but wasn't prevented from swimming Sunday because the races were running ahead of the estimated timeline.

"It was pretty unfortunate," he said. "We're over here to get in some good racing, but I did a time trial instead and went a 53.7 which is a good time for me, so I was still pretty happy about that."

Earlier this month, Australian Olympic Committee President John Coates defended D'Arcy's selection amid accusations of a secret deal to put him on the team. He missed the 2008 Beijing Olympics and 2009 world championships after being convicted of assaulting former swimmer Simon Cowley in a Sydney bar in March 2008.

D'Arcy was ordered to pay $370,000 in damages and costs, but declared bankruptcy. He earned $300 for his win at this meet.

Cowley, whose face had to be surgically rebuilt after the assault, said in a report in several Australian newspapers that Swimming Australia was involved in a secret deal to allow D'Arcy back into the team despite ethical concerns.

As he was asked about Cowley's comments, D'Arcy told a reporter, "Careful." He then brushed past, saying, "Yeah, thanks for your time."

Vlad Morozov, a former Russian national team member, won the 100 backstroke in a meet record 54.67 over former Australian Olympian Ashley Delaney. He touched in 54.74.

Four swimmers instead of the usual eight made the finals except in the distance events at this meet as a way to get athletes to swim faster in the preliminaries. Pool Safety Tips:

  • Actively supervise your children around water at all times, and have a phone nearby to call for help in an emergency.
  • Make sure your pool has four-sided fencing and a self-closing, self-latching gate to prevent a child from wandering into the pool area unsupervised. In addition, hot tubs should be covered and locked when not in use.

  • Teach children to never go near or in water without an adult present.
